Brad Garrett joined the Higher Education team at Ziegler in 2018. As a Director, he is responsible for helping grow the Higher Education practice. Brad previously worked in investment banking for 22 years while focusing on Southeast Public Finance (Higher Education) for over 17 years. Brad has partnered with public and private colleges and universities of all sizes, religious-affiliated institutions, and secondary/independent schools. He has structured multiple billions worth of traditional fixed-rate bonds and has also structured traditional variable-rate bonds, synthetic fixed-rate derivative transactions, and hybrid bank-loan/fixed-rate bond transactions — all on behalf of his higher education borrowing partners.
During his career, Brad has worked in a variety of capacities with institutions. He is a licensed Public Finance banker and currently holds his FINRA Series 7, 52, 53, 63, and 79 licenses.



Junice joined CapinCrouse in 2008. As a partner in the firm’s Dallas office, she provides attest and other advisory services for a wide variety of nonprofit clients to assist them in the opportunities and issues they face. Junice’s experience includes working with higher education institutions, mission-sending organizations, churches, and community outreach groups. She also is a member of the internal quality control team at CapinCrouse.


Rachel joined CapinCrouse in 2004 and provides an assurance and advisory services to key clients. This includes audit, review, and consultation work in various nonprofit sectors, with a focus on the firm's higher education practice. Her higher education expertise includes work on the higher education Data Warehouse, assisting clients with higher education financial modeling, and participating in and speaking at seminars and conferences around the country.

A certified public accountant and licensed attorney, Ted advises exempt organizations of all sizes on a wide range of tax matters, including representation before state and federal tax authorities and assistance with firm audit or advisory engagements to formulate advice and counsel on important operating and tax issues. In addition to tax advisory services, Ted leads the firm’s tax preparation practice, including IRS Forms 990 and 990-T and related state forms. He also serves as an Advisor-at-Large for Church Law & Tax and as a member of the Missio Nexus Mission Finance and Administration Planning Committee.

Winters Richwine is a Cornerstone Principal and serves as Chief Operating Officer of the firm. In this role, Winters develops and implements firm initiatives regarding process and efficiency. He also supports the portfolio management and charitable trust tax teams. In these fields, his coverage areas include portfolio construction/asset allocation, manager diligence, client presentations, and charitable trust tax preparation.
Winters has been a speaker at the ABACC Conference, Christian Leadership Alliance (CLA) Outcomes Conference, Denominational Investors & Loan Administrators (DILA) Conference, and Lifestyle Giving training events. He has also written for the Christian Leadership Alliance, CapinCrouse, and Cornerstone Management blogs. Mr. Richwine began his career in the financial services industry in 2005.
